It doesnt really deserve a nerf,makes -1 synchros and xyzes and all,i doubt this will make blackwings relevant again.

Vayu doesn't synchro summon, it special summons :S (or am I being stupid and you meant something else?)

OT: it's effect doesnt matter if it will be summoned most by Vayu..as long as it doesnt require to be only synchro summoned, BWs are getting back
