Well that explains Tengu and TGU then. So if Tengu wasn't hit after... how many formats it was in use? How long then should TGU last? (and therein Rescue Wabbit)

Because at the time being seen by 50% of every top 32 wasn't enough?

Rarity plays no part, the top players will always have the most expensive cards.

And it's not like it stopped them hitting DAD, or even people using it, in its prime it was worth a lot more than TGU, too.

The real reason is that the list is designed to maximize Konami's profits and any company that admits it would have a PR nightmare.

If you actually pay attention to most of their lists it'd occur to you that they actually use the lists to make a good metagame too. What? Did you not notice that Six Sams were still raking in cash at the time they axed them?
