3 Level 4 Warrior-Type monsters
Once per turn, when a Trap Card is activated: You can detach 1 Xyz Material from this card; negate the activation, and if you do, destroy it, then this card gains 500 ATK.

Love the pernament ATK gain. Don't like the Summoning requirements.

If they BTH/TT this, they're stupid, unless they have a plan for after, and even then they wasted 2 cards on killing a 2500 beater that can be disposed of in other ways.

The fact that it's a non-generic 3 material Rank 4 with a Once Per Turn effect that relies on Traps that are either Continuous, where it only stops initial activation, or Normal leaves it with an incredibly meh.

It's not a trigger, at least not according to the wiki.

Add to that, Shi En SPECIFICALLY states "During either player's turn" while Chevalier de Fleur says "during each of your turns". The former is either turn, the latter is not, obviously. Given the fact that Shi En and Void Ogre Dragon EXPLICITLY state eitehr turn, I'mma say this is your turn only, but would like Darkwolf or Evilfusion or someone to confirm this.

After I explain it, you'll wonder why you were unsure of it before, considering it has a rather simple answer based on things you probably already know about cards and effects.

Let's do this!

In order to negate a Trap Card in this fashion, we must be able to chain the effect to a Trap Card.

Trap Cards are Spell Speed 2. In order to chain to a Trap Card, I must use a Spell Speed 2 or higher effect.

The only monster effects that are Spell Speed 2 or higher are Quick Effects. Therefore, Heroic Champion Kusanagi's effect is a Quick Effect.

The other natural fact about Spell Speed 2 effects is that they can be used during either player's turn; That is of course if the card doesn't say it can only be used during your own turn, like Chevalier de Fleur.

Therefore, Heroic Champion Kusanagi, who has a Quick Effect, can activate this Quick Effect during either player's turn. The words "During either player's turn" is superfluous for effects whose nature is to chain to another card as it would have to be Spell Speed 2 or higher in order to chain to anything (such as Legendary Six Samurai Shi En).

Normally, you would only need "During either player's turn" for effects that are not required to chain to other cards to activate, such as D.D. Crow, Genex Ally Chemistrer, or Junk Collector. For monster effects like Heroic Champion Kusanagi's where the effect naturally has to chain to another card to activate, its safe to assume its Spell Speed 2 and that it can be used during either player's turn. Don't let it confuse you if they add it to some cards and not add it to others as ones of this nature don't require it.

OT: If even one little thing was changed about this card's requirements or the scope of its effect, it would be worlds better. It just has one too many limitations.
