When everyone thought that Chaos Dragons were bad? No one had found to optimal build for Chaos Dragons back then. But then someone discovered that a monster-heavy mill engine worked wonders, and it became tier 1. The same can be held true for this. All that needs to happen is playtesting. Random is bad. This is basic sense. Gustaph was bad because there was no consistent way to summon it. Then Evigishki Zealgigas and Hieratics happened. Chaos Dragons were bad because they hadn't found the optimal build, yes, but that has nothing to do with this card. It's a search that has a 1/3 chance of getting what you REALLY want and 2 inferior choices. Unless you have the one you want banished, then it can become a 2/3.
