DAD is still an absurdly broken card because its summon condition involves an Attribute that can manipulate their Graveyard with ease and its a +3 at best if your opponent doesn't have an anwser to it. It can also be searched by Eclipse Wyvern, so in Chaos Dragons or any other dragon deck, DAD being limited means nothing. Only problem is that its inconistant in some decks like Inzektors and Dark Worlds, but those decks already have cards that do a much better job at wrecking your opponent than DAD does because they require much smaller set-up than DAD in order to explosive or control the game without having to empty their grave.
