Oops, I probably should have clarified Geargiarmor.

But still, yes it does, because Papilloperative flips the target face-up, and at that point Geargiarmor's effect is supposed to activate, since it's a When...You can card, but Papilloperative is offset with "and if you do", meaning that it's the second part of Papilloperative's effect, decreasing ATK. Geargiarmor will miss timing.

That's...kinda weird. I'm getting yes it does miss the timing because it states "and if you do," meaning the flip would happen first and then it would decrease the ATK, but both parts would be treated as effects, which I understand.

However, I'm also getting that it does NOT miss the timing because it states "and if you do," meaning both of these effects would happen at the same time, which I also understand.

While, I'm not Darkwolf, I can answer this question.

For effects that have multiple effects, the following things are true:

• If an effect says "and if you do", the second effect requires the first effect to happen, but they happen 'at the same time' in terms of things missing the timing or not.
• If an effect says "also" or just "and", neither effect is dependent on the other and they happen at the same time.
• If an effect just says "then", that means the second effect is dependent on the first and the second thing would be the last thing to happen should the full effect succeeds, assuming no lower Chain Links.
• If an effect says "then [...] if you activated this effect", that means the second effect will happen even if the first effect tries and fails to resolve, and that the second effect will independently be the last thing to happen, assuming no lower Chain Links. (This wording is seen on Goblindbergh.)

Darkwolf, correct me if I'm wrong.
