It's underwhelming, right now.

The first effect is awesome, but note it negates your effects/monsters too, and that can be good or bad, depending on what else you run.

The second effect has its uses, but it's kind of, well, underwhelming. It doesn't negate the card effect being triggered, meaning that it is no Galaxy-Eyes, which could use its effect as a self-defense mechanism against attacks or cards reacting to its attack. Gaining +1000 and attacking twice is pretty awesome, but again, it's overly reliant on your opponent.

I dont see why you'd use this over Giant Killer, Heaven's Strings, the Rank 8 Hieratic, etc. I'd probably use it for the sake of it but I'm kind of weird like that, and unless the effect gets buffed a bit, it's not a good option for Rank 8s.

because as stated before, this eliminates that which it's other rank 8 brethern (except neo galaxy) can't? And also with cards which are forced to activate when they are picked off, such as floaters or sangan, allow you to get in another attack? Direct attacking while being unafraid of Gorz?

I just mean it's not as good as it could be, not that it's garbage. The first effect is still amazing, but the second effect's timing is a little too specific and doesn't offer Tachyon any protection.

Maybe that's the point, though: Maybe it's supposed to be overwhelmingly offense-based. After all, its first target is Yuma, who uses an absurd number of defensive effects and also a bunch of cards that modify ATK. This card's effects would shut him down too quickly for him to mount a comeback the way he usually does, by becoming stronger and launching another attack.

But when I compare it to regular Galaxy-Eyes, I just see the monsters having a draw...OHHH, in the anime, Numbers can't die by battle except by Numbers. Regular Galaxy-Eyes would LOSE.

That might not be so bad since alot of us don't want a cover card to be as bad as Shark Drake Weiss, although on the other hand, the effect in the OP could be the IRL effect and that the anime version has an insane effect.

This is no where near as bad as Shark Drake Vice, although it's not incredible either, it has its niche and can do something the other rank 8s cannot. It can swing without fear of other monster effects, reset the attack of boosted monsters or monsters with drawbacks to their own attack (Barbaros for a prime example) then can gain punishing strength for hitting lone Sangans, Card Troopers or 1400 Floaters.

If it gets released as-is I will be fine with it, but I'd gladly take a buff if they so give it to us.

The only bad thing about Shark Drake Veiss is that Shark Drake isn't nearly as splashable as Utopia, thus making you Summoning it much less likely when you're on the verge of losing. And Shark Drake can usually win games on its own, whereas Utopia probably won't. Its effect is pretty awesome, though.

But yes, I agree this card needs to be a bit better than it is.

When you're comparing Rank 8s then this is the only one that gets over Gachi, Zen and Maestroke without any problem whatsoever. Giant Killer would waste all it's materials, Heliopolis can only destroy them once, Fran Ken can't exactly negate then attack.
