Most CNumbers' summoning requirements are the amount of monsters needed to summon it's normal form +1, while you just went for another style, which is less splashable and usable. And, despite being a CNumber, it barely has any relation to it's original effect. I mean, No.16 stops your opponent from doing anything while this is just mini-Honest. It's on two opposite ends.
