Gaining Spells (Spell Conservation)

Basically your card isn't even balanced in the slightest. Its mostly for the fact your cost/drawback hardly even matters for what this card accomplishes.
See, what I'm getting at, is this~
Lets compare your card to other similar concepts:
Ancient Gear Drill is archetype specific, has a legitimate cost, and Sets the card on your field. So while it still has the same "Cant use it this turn" clause, its a -1, and then becomes a -2 if the Opponent plays Storm/Night Beam/Typhoon/etc, giving them PLENTY of time to remove it ahead of time.
Spell Reclamation is an example of gimmicky Spell recovery. Using it + the discard is a -2, but you instantly recover whatever you just used. Add to it, being a Trap, makes it slow to use.
Gold Sarcophagus, while letting you add any card to your Hand from your Deck, requires you to wait to obtain said card, and rewards patient players. Plus, the fact it Banishes your card face-up tells the Opponent ahead of time whats coming his way, and gives him the build up some sort of counter to it(if he really wants to).

So basically, your card's cost and drawback and nonexistent, for an effect like that.
