This card returns to its owner's hand during the End Phase of the turn it is Normal Summoned or flipped face-up. When this card inflicts Battle Damage to your opponent, they skip their next Draw Phase. If anything, it should come back before Time Seal. It does nothing to promote a healthy game state, in the right situation is the greatest top-deck in all of history, and it promotes deck building like Noreales-Chain. There is no justification for it coming back other than it odds are won't affect the meta. Which means it probably could come back, but it never should.
