It isn't even an implicitly bad design, it's just the cards Konami decided to design after this that made it bad. Remember a few years back when he was the staple of mostly any deck? Good times. He may yet get the chance to come back - Prophecy doesn't have the room, E-Dragons don't bother, Bro-Fist doesn't have space either and beither does Mermail. Most Archetypes have their own themed searchers which are usually far better than Sangan, so banning Sangan really just hurt player-made themeless decks while doing nothing to harm Konami's pre-fabricated archetype decks.
