It becomes a sort of Spellbook Judgement for Elemental Dragons, and a win condition for Deep Draw Dragon Exodia. I can't find anything positive to say about this card. Elemental Dragons are the problem there though. They do way too much for what they are. And tbh, I can't find anything positive to say about any Exodia Deck; they're all degenerate at this point. It effectively stacks draw power with no cost. It's specific, sure, but it gives draw power just for playing the game. I've used it in a Dragunity build and it would still racket up +2-3 from Ravine and whatever else. Maybe it didn't use to be a big problem, but regardless it's play a turn, draw a couple of cards. I swear that Super Rejuve turns into: Add cards from deck to hand, then discard cards from your hand until you only have 6 cards left. And then I wind up playing with 2 decks... I'm betting that happens to Big Eye or Gold Sarc. Big Eye technically lets them say they've hit a lot of the meta in one blow. Despite being one of the worst possible hits.
