This is called "Reverse Buster Syndrome" in my book. This is when a monster is given unnecessary restrictions on its ability to attack and usually doesn't even have its perks. The fact it's another Kaito monster being hit with it is a bit annoying.

 

I'm thrilled that it's a Galaxy, giving it Galaxy support and has 2000 ATK. The fact it's not specific as anti-Galaxy-Eyes is also a plus, as it now negates any Dragon that it battles. The wording posted is very awkward, but clearly it's meant to say the attack target is negated and Dragun gains 1000.

 

But it can't attack non-Dragons, which greatly restricts it. It's very similar to Reverse Buster in that Reverse Buster could only attack facedown monsters and didn't even have the +500 effect that made it non-archetype Galaxy-Eyes support in the first place. This is related to the Galaxy archetype, but has no real purpose.

But Dragons are so commonly seen, and this card can just run most of them over with it's 3000 ATK.

 

But it only works when it ATTACKS a Dragon. Otherwise, big Dragons run over this with ease, and non-Dragons can ignore it. Also, Elemental Dragons have Big Eye and stuff and don't really care if they're killed by battle.

Oh, silly me, I forgot that Incarnates never truly stay on the field.

Same issue when ZW- Unicorn Spear first came out. The translation acted like it was a Trigger Effect when it blatantly was an anti-Galaxy-Eyes card. I noted then that it was clearly going to be Continuous. Sure enough, the TCG made it very clear it was a Continuous Effect.

 

This will be the same way.
