You can only use each of these effects of "Destiny HERO - Dark Lord" once per turn. You can Special Summon 1 level 6 or lower "Destiny HERO" monster from your hand or Graveyard, except "Destiny HERO - Dark Lord", ignoring its summoning conditions. Banish it when it leaves the field. During your End Phase, if this card is in your graveyard: you can banish 2 DARK monsters from your graveyard; add this card from your graveyard to your hand.

 

For the summoning effect, some destiny HEROs can't be special summoned, thus the ignoring summoning conditions part. The summoning effect does have a loophole with cards like cost down: you can summon plasma or dogma if you lower their level to 6 or less, but despite its name, cost down is too costly to make this practical anyway. The last effect is so that dark lord is usually around when you need him.

 

Updated, since even with the "clever" text that I had before, Destiny HERO fearmonger still wouldn't work since its ruled that it has to stay in the graveyard for its effect to go off.

 

The deck I use him in is called "Destiny HERO xyz" that should tell you how I use him.

 

edit: play testing says that if you get dark lord to your hand early, the deck does really well but if you don't, it doe really poorly

It is overpowered. Its effects are without penalty or cost.

I like the concept, but yeah, ignoring summoning conditions in destiny heroes doesn't end well. Also some lines are in the wrong places. Here's what i would put:
"Once per turn, you can discard 1 "Destiny HERO" monster from your hand to Special Summon 1 level 6 or lower "Destiny HERO" monster from your hand or deck. That monster's effect(s) are negated and is banished when it's removed from the field. During your End Phase, if this card is in your Graveyard, you can banish 2 other DARK monsters from your Graveyard to add this card to your hand. You can only control 1 face-up "Destiny HERO - Dark Lord"."
