You can Special Summon this card (from your hand) by removing 3 Spell Counters from cards you control. Once per turn, during either player's turn: You can remove 2 Spell Counters from cards you control; banish this card until the End Phase. Once per turn, while this card is banished by this effect, when an attack is declared: You can negate it. When this card is returned to the field by its effect: Target 1 card your opponent controls; destroy it.

The card is weak. Well, the cost to Summon it is too high, rather. It is hard to get rid of 3 Spell Counters, and even once you manage that, you need another 2 to use this card's effect. Also, you could just Summon her prior to attack declaration, so no need to break out of the norm here with an effect that is unlike others because of 1 flaw in it. If the player is bad enough to await attack declaration, then the player deserves to get hit. You can chain to the Phases changing, so just use the effect as they enter their Battle Phase.

All in all, you could probably reduce the Summoning requirements to two. This card is support for a rather (in fact, VERY) weak Deck, so it's okay to be good. The Summoning conditions as of now, however, just kill the card.

I honestly like this card a lot. Spell Counters don't have to much support but this is nice. Its gets out a nice beater.

 

For the effect, I don't really know what to say. I like how it can go then come back to pop, but I think an effect of "when this card is banished...blah blah blah... you can negate the effects of all Spell and Trap cards your opponent controls until the End Phase" but I don't. This idea seems fairly nice as well.
