Luck = meh. There isn't a Bad Reaction to Simochi that increases your LP by any chance? That way, you at least won't take any damage from it. I would rather just run other Level mods than this, though, hey, if you wanna make these Konami, be my guest, but nobody's gonna use them

Prime Material Dragon.

This looks really exciting but it's too luck-based so it's not really usable.

What did Sand Gambler do to deserve this?

He decided to have an effect based on luck, so now he's punished to do so forever.

Like most gamble effects, it really shouldn't have a negative effect - it should just do nothing in those situations. If that were the case, this would be a 25% chance of setting all your monsters to a specific level.
The negative effect discourages its use too much, especially for what you'd probably be using this for.

The effect is weird.

1) What happens when you get 1-head-and-1-tails? Nothing? There's a 50% chance this card won't work, a 25% chance you'll lose a bunch of life points, and a 25% chance you'll get the levels you want.

2) The pic's not working for me. Is it a continuous... spell or trap? I mean, it might become slightly less godawful if it's a continuous and I could try to reuse it next turn instead of just being -1 card.

3) The phrase "you loose 500 Life Points for each of the declared Level" means... what? If I declare level 4 and it fails, I lose 2k LP? Each one-level-higher makes me lose 500 points more? Christ, this card gets worse and worse.

4) It says "the level of all monsters becomes the declared level". So does that apply to monsters who do not have levels, like Xyzs? Could my Utopia all of a sudden be effected by Gravity Bind because I got a 4?

But yeah. This card is awful. The effect will rarely go off, and the few times it does it's not that big a deal. Like that other guy said, if you want a specific level just run more of that level you want in your deck.

1. I would assume nothing happens

2. It's a Normal Trap Card.

3. Well, yes, you would lose life depending on the level.

4. I very much doubt it, as other Level mods don't work on Xyz Monsters either, such as Galaxy Queen's Light.

1. That's the summary of it.

2. Normal Trap.

3. It means exactly as you say. You want to try to make Heart-eartH Dragon? Hope you're prepared to lose 4500 Life Points.

4. Xyz Monsters don't have levels. Their levels can't become anything (since their levels don't exist).

EDIT: Ninja'd.
