Neither player can Normal or Special Summon an Effect Monster, until your next Draw Phase. I know it's weird to say this but I think it has a little bit of potential of becoming a staple. It's not that likely. This almost completely stops your opp. monster plays for a turn. Stops yours as well but if they don't play any then did you lose anything? For instance now Trap Stun seems viable so What one could do it Heat Wave, Duality, Set Stun, (maybe) set a monster, & Pass. Opp. Sets Back row & Ends. Activate Trap Stun and Go off.
