Them main reason people say that Shark is the broken one is because it's actually a really good (but not broken) card on its own, whereas Magician is harder to get off if you don't have another Wind-Up monster immediately on the field. Shark may have been the enabler for Magician, but Magician's effect is simply broken by another card being able to get onto the field. People just don't realize it because Wind-Ups don't have anything that can do that besides Shark.

 

If you really want to think about it more, consider that there's no real loop problem with one Magician and 3 Sharks, but there IS one with 3 Magician and only a single shark.

 

And yes, at least Zenamaity is banned.

I have mixed feelings. I definitely agree that 3 Magician is a terrible thing, because once you use a Wind-Up effect, you can SS another Magician, and if use another Wind-Up effect, you get another...

 

However, Shark is a key component of that same combo. The reason Magician was so abusable at 3 was because you could Summon Magician, and activate Shark's effect from the hand to SS it. Magician would then grab another Magician. Then Shark would use its OTHER effect, Triggering the new Magician.

 

Shark, unlike most of the Wind-Ups had 2 effects that started a chain, and one of them helped to swarm while Triggering Magician. You couldn't do this as well with only 1 Magician, but you'd still have a great combo, which could end up plussing even more with Factory.

 

Magician can't do anything by itself. It needs another Wind-Up to activate its effect. Shark fulfilled this need, and had a second effect to improve the flexibility of the strategy even further. If Shark is removed from the picture, Magician has a harder time being Triggered.

 

I think the OCG list wanted to find out which of the two had more impact, so they reversed the card positions to find out.
