Card effects cannot be activated in response to this card's Synchro Summon. Other monsters you control cannot declare an attack. During the start of your battle phase, you can banish 1 card you control to banish 1 card your opponent controls. Well, so the concept is a Synchro that focused on making card advantage through battle, since honestly, we need more so Player-Player interaction can be increased. Hmm, I'm not sure if the card is worth the summoning effort, so maybe I'll reduce the level.

That thing is pretty beefy if you ask me. A simple 3-card combo can easily summon this (Starlight Road, Dark Hole & Genex Ally Birdman). Also, this thing is a little banish happy. I mean, banishing stuff during battle step? That's just broken. On top of that it adds another -1 by banishing something out of their hand after that thing deals damage? Way too OP, tone it down a bit.

It's alright. At least somewhat viable for maybe a turn. Junk Synchron -> Level 8 can make this fairly easily and sets up for potential Chaos plays. The 1-4-1 Scrap Dragon can actually be cut down to just you Banishing something, since other monsters cannot attack anyway, there's little to no room for a possible OTK. Banishing face-down a card from your hand is a lot harder to recover from, however, since there aren't any cards that target facedown Banished cards (which should be a thing) and can easily pick apart your opponent's attempts to survive against this card, as you could potentially throw away all their combo pieces.

The banishing effects are fine: Banishing from the opponent's hand is powerful, but this card has to inflict damage first, which nowadays is more of a downside considering the popularity of backrow and effect negation.

But, as a Level 11, not only she is competing against Starform Dragon (Star Eater), which is a safer option because of its effects, but she is even harder to Summon. If I were going for a Level 11 Synchro and could pick between this and Starform, I will most likely gor for the latter unless the opponent's field is clear; and I don't think I am the only one who would make that choice. In other words, her effect is not worth her summoning conditions.

My suggestion would be to give her protection effects on par with Starform on top of her current effects, or a more devastating effect(s) worth of a Synchro Monster with such situational summoning conditions (like the buff on the 1-for-1 effect Arin mentions).
