It's had a bit of competition with Caius in the past with who's really the supreme Monarch, but honestly this card is just so good, without giving up too much in return. Posted September 22, 2013 Report Share Posted September 22, 2013 Caius is only "better" because Banishing is more of a crucial state if your not prepared for it.Returning to the top of the deck can lead to dead draws, but it depends on what you return, and has no effect on Extra Deck monsters.ALTHOUGH Raiza can brag to Caius about the days he was on the List, from how groundbreaking he was at the time. If he shows his face right after you made an non-extra deck comeback you are most likely screwed as he will lock you down for a turn. Though he does't have the target itself to win move Kaius has.
