Determined to make a good card!

When this card is tribute summoned, this card gains the ATK and DEF of the tributed monster. Once per turn, during your end phase, place one counter on this card. You can remove three counters from this card to banish one monster from your graveyard. Half of that monsters ATK goes to this card.

Ok, card lore correction time.

"The ATK and DEF of this card is the original ATK and DEF of the monster Tributed for this card's Tribute Summon. During your End Phase: Place 1 counter on this card. You can remove 3 counters from this card to target 1 monster in your Graveyard; banish that target, and if you do, this card gains half of that monster's ATK."

I'd prefer it if you give this card self-protection of any degree. Even protection from destruction in battle will be acceptable, because Tribute Summoning this card will not give any increase in stats, and Special Summoning it leaves it as a 0/0. Its self-boosting effect is also too slow, and your opponent is probably going to yawn and destroy it with anything they have at their disposal before you can gather enough counters to even use the effect once. The potential to grow monstrous is nothing if that potential takes too long to manifest.

Scenario: Your Utopia has no more material

You tribute him, summon Sejui, and Sejui gets 2500 ATK and 2000 DEF.

I don't want him to be too overpowered.

there are ways to protect him if his ATK is too low; Examples: Swords of revealing light, day of peace (maybe idk) , or equip spell cards

I'm supposed to keep him balanced

(Btw a lot of your posts are lore correction, is there like a handbook to it? im so bad at it lol)

Your sense of overpowered is... backdated. This card is, in fact, rather underpowered. It pales in comparison to Great Maju Garzett.

Using other cards as a means of protection is not a very good argument. I can use Swords of Revealing Light to defend any other monster, like say, Summoned Skull. Does that make Summoned Skull good, or does that make Swords of Revealing Light good?

Think of what the card can do on its own, before extending to what cards it can be exploited with. At this current state, simple ATK boosts are relatively mediocre in comparison to various other combo-enabling cards, like Substitoad.

As for card lore, look here to get a good understanding of how cards are worded nowadays. If it doesn't cover certain types of effects, try to look up cards that do similar things to get a grasp of how the desired wording is like.

This card is essentially the normal Maju Garzett (Level 7 one if you guys don't remember), except 1 Tribute and added effect to banish stuff for power (hence its name).

However, like the above poster mentioned, it gaining any ATK/DEF is dependent on whether you Tribute Summon or not (SS will leave it at 0/0). Plus, last effect takes too much to be of any use (while yes, you can use Swords or any form of stall to buy time for counters [or use Equip Spells]; your opponent will probably have gotten rid of this card by then [or kill the Equip Cards with Heavy Storm or something]. Plus Equips take up S/T zones that could be used for setting up combos)

If you can stall for time for it, then great; otherwise it's just the aforementioned card with an added effect (which no one runs; at least on the competitive scene). Try adding another effect that gives it some protection from Spell/Traps, monster effects, etc. While yes, this card could be realistically made; it's not that much different from stuff that already exists (namely both of the Majus that Gadjiltron and I mentioned)
