I like the art and concept, but the OCG is a little wrong. It is not "extra Lifepoints" it is simply you can pay 2000 life points. 

Xyz monster, not xyz monster. Xyz material, not Overlay Unit. I would maybe change the effect to pay life points to change level equal to the level times 100. So a level 10 would cost 1000 Lifepoints, Etc. The monster SS should have its effects negated, and the cost lowered to 1500. Just my opinions. Seems OP while not OP, so I don't know.

I don't understand how this is "so overpowered that it's Limited".
I mean, right off the bat it's stats aren't that impressive for a Level 5 Spellcaster. And I don't really see how 500 for any Level between 1 to 10 would make it all that gamebreaking, when Gagaga Magician basically does the same thing while being overly supported, despite not being able to go to 10.
Also an additional 2000 to Summon a monster of the same level makes it situational and quite costly, since, if you think about it, your paying 2500 to Summon another monster from your Hand that will always make this card the same Level as the Summoned one.

To be honest, it's just underpowered. Not overpowered at all.

I agree with Armadilloz there.

Also, small costs like 500 are hardly a valid cost if you consider something "broken". Though, in reality, it doesn't need a cost at all.

I recommend just removing the costs. It's a Level 5 Gagaga Magician that can be used for Synchros, has less ATK, less support, and can get to Level 10. Sounds fair to me.

 

Also, the Level moduling effect is good to have it belong in a wider variety of plays, neither of which is really a big problem. The most you can do out of it is Special Summmon Obelisk and then Xyz for Gustaph Max at the End Phase before Obelisk dies by itself. Even if the combo was a problem, your Level Accelerator wouldn't be the problem card as much as Gustaph could be.

 

It is never a good idea to state a card is Limited upon release. Instead you should try to find what makes the card limit-worthy and try to adjust it to not need the list attention, while keeping it's original idea and intended purpose as intact as you can. In this case, this card needs to be at 3 to really have consistency in a strategy.

 

The OCG fix and suggestionw would be along the lines of:

Once per turn: You can have this card's Level become any Level between 1 and 10. If you activated that effect this turn: You can Special Summon 1 monster with the same Level from your hand.

 

The last effect is pretty insignificant, and you should just get rid of it. The super small extra ATK on such a wide variety of Levels, if anything, could be either useless or something that makes cards like Volcasaurus and Gustaph Max next to impossible to take down by battle by several decks, hurting it's design. It's versatility is good enough without extra features.

 

Finally, if you want to, you could add the "cannot be used for a Synchro Summon" restriction that Gagaga Magician shares, if you are still worried about it. I don't personally think it hurts it being able to be used for Synchros, but IDK on that one for sure.
