So it's a Machine-Type accel Synchro. The effect of "cards are not destroyed once per turn" and "cannot be attacked" so far make it look like an alternative Shooting Star Dragon. Let's keep going.

You see, there's a loophole in there for Machine Decks.

You revive 1 machine with this card's effect, and that revived Machine gains the effect of reviving another Machine, and since unlike "Silver Dragon" this card operates during the Main Phase, it's immediately applicable and will always swarm your field with 5 Summons for the price of 1. You need to do something about that one.

 

The last effect is weird. You are assuming this card will be in the Graveyard for some reason.

The fact that this card, literally, has free revival that, in turn, turns other monsters into itself(basically), is rather problematic.
Because, if you take into consideration the fact this could basically Summon your whole Graveyard whenever it felt like, it just leads to being flat-out ridiculous.

No you cant swarm the whole field full of monsters. it is only ONCE PER TURN. you send this card to the grave summon a machine monster, and when the machine monster leaves the field you summon kollibri.

Read your own card. You only wrote that it "targets" a monster and revives it. You never stated that this card needed to leave the field in any way. If you intended your monster to go elsewhere, I'd suggest you edit that.

And let me explain something about "Once per turn".

The way you have it, EVERY NEW monster that you Summon has a new "Once per turn" shot at reviving something.

Cards that prevent that from happening usually include

"You can only use the effect of [insert this card's name here] once per turn"

or

"Each player can only use the effect of [insert this card's name here] once per turn".

However, this card can't have that either, because the monsters revived that way keep their names and just gain the effects. So the loop continues.
