Once per turn, during the turn a card(s) was equipped to this card: You can Normal Summon once more, and if it's a Normal Monster, it can be Summoned with 1 less Tribute. If this face-down card is destroyed by battle: You can add 1 Equip Spell Card from your Deck or Graveyard to your hand. If this is the only card in your hand and your side of the field: You can target 1 Equip Spell Card in your Graveyard; equip it to this card.

Plays:
-Equip with Wonder Wand, send it to the Graveyard, Draw 2 cards, and Normal Summon something like Summoned Skull.

-Equip it and Summon that monster, but instead, Synchro into a Black Rose or a Level 8 Synchro.

-Search it via Apprentice Magician, it's automatically setup for a meat-shield and an equip search.

-Add it to your hand with Recurring Nightmare

-Special Summon it with Summoner Sembell (and proceed to make a Rank 2 or an Armory Arm).

-Revive it with Debris or Junk Synchron, none of which will help you further than that because you are now full of Tuners.

-Tech D.D.R. more easily as 1 copy of a recyclable/searchable option (relatively speaking)

-In top-decking mode, it can become a Pot of Greed with Wonder Wand or a slightly stronger beater with IDK what Equip you'd give it to make it have decent ATK stats.... it'll help you survive at least. Hopefully.

 

You can tell this card actually underperforms in usefulness a little bit. IDK, I just wanted an "Equip and do stuff" card.

Once per turn, you can Target 1 Equip Spell card in your Graveyard: Equip it to this card. You must control no other cards and have no cards in your hand to activate and to resolve this effect.

Because I totally didn't steal this from Bubbleman's text
I'm assuming this is the way you wanted the third effect to go, because the current version is a little wonky.
Also, I don't know if you wanted it to be Once-per-turn.
Oh, and:

It's not exactly important if that one's once per turn or not, I mean, you'll have no hand or field to combo it with. You could equip something that'd go back to the hand via Zephyros, or a card that sends itself to the Graveyard to do something, in which case, this card could repeat itself right away as long as the conditions meet.

Though I guess you are right, not putting a OPT clause is just asking for loops via future design.

 

As for the OCG fix, isn't this card's very effect make it not resolve with it being along on the hand/field, ever?

I don't know..... when it's the only resource you have anyways, to need to resolve alone. It just means that Ojama Trio screws up your play. I'm not sure if that's a good thing or not. What do you think?

 

Also, Synchro Boost is an interesting concept. You mildly mold your Levels depending on your needs, which is a good thing. I think it's awesome even if it's so subtle.
