Because all archetype names are based on the original OCG names, and in Japanese the C in the name of CXyz and Number C is overlaid with furigana for "chaos", and thus not every card with a capital C in their name is a C (Chaos) monster. This whole thing has been explained quite a few times before in fact, but people don't seem to catch on. This is probably also the reason why the TCG/OCG versions of Barian's Force and Argent Chaos Force support both CXyz and Number C separately instead of C as a whole because people would get confused over it. You already said that makes it balanced, and it does. Almost to being useless, really. I mean protect C69 or something hilarious but a lot of C are rubbish. I'll make exception to C69, C104, C101 and maybe one or two more. It's a Spell, which is nice, but it can't react to anything. Being a Quickplay would be nice.
