Probably shouldn't be released without another significant nerf; it doesn't matter if you can't use the cards in your hand this turn, it just delays your OTK by a turn. "C" is referring to "Chaos". There's a specific Japanese lettering for it. The TCG would refer to it as "Number C" or "CXyz". Those are the two Xyz "archetypes" that use the term Chaos.
