This is hilarious. The grammar is weird, but that doesn't prevent me from enjoying the crazy.

Let's see....Fix:

 

Can only be activated if you control an "Illusionist Faceless Mage". When this card is activated: Target 2 face-up monsters on the field; the first target gains the effects of the second target. If this card is destroyed, destroy the targets.

 

Something still sounds off in mine but it's something....

 

The destroy effect can't really be abused. Even if you MST it yourself and the targets are both opponent monsters, you'd go +0. This is a good trait.

As for the copy effect, the card is situational enough to not really have me too worried. Faceless Mage can essentially copy an opponent monster's effect in the worst case, but you'd pretty much strive to give a good effect to a monster that lacks the attack. This makes me think of Red Moon Baby's effect on a huge beatstick.

Overall I like this concept.

So, there's one really broken play with this card I figured out not 2 seconds after reading. Say you have a Darkness Neosphere and Illusionist Faceless Mage on the field, and aforementioned effect-immune monster is in your hand with this spell. Pass the immunity to Neosphere and you suddenly have a 4k/4k beatstick that cannot be destroyed, ever. if you pass targeting immunity too, holy shit.

 

As far as suggestions on the card, have you considered making it a transfer instead of a copy? As in, while Skill Overload is effecting the second target, the first target can't use that effect? I'm just picturing someone putting this card down and give F.G.D. Catastor's eff.

Even though this is still not taken into consideration by people, I'm positive that Pendulum Summon will make this a bit more viable for just dropping Faceless Mage from the hand along with at least 1 monster.

 

A funny one is copying Injection Fairy Lily for an unexpected Faceless Mage that's stronger than Obelisk (4200), or do it with an actually strong monster and go higher.

There's also copying a Wind-Up, although that'd take much more work than just flipping them with something.

Copy REDMD sounds pretty sick, but what is Faceless Mage doing in that deck? xD

Copy Uria, strangely amusing.

Copy Chaos Sorcerer.

 

There are plenty of fun applications, but the need of 2 cards to create that combo on top of at least 1 other monster, really makes this fair. Especially if one of the pieces is a Level 5 vanilla with 1200 ATK, and the other is a continuous spell that only works with that monster. I can't see how you can break them.  You can make funny plays though.

It's rather silly how this card can lead to some pretty absurd/broken combos, and yet, it's weighed down by the fact it needs Faceless Mage, to which, is a pretty humorous drawback in it's own right since said monster in question hardly has any support going for it.
Also, obviously Hero Mask's rulings apply for this card, as to not lead to infinite loops.
