When this card is in face up defense position it cannot be destroyed in battle nor targeted by spell cards. Once per turn if this card is face up on the field you can destroy one face up spell card your opponent controls, if your opponent controls no face up spell cards then you can draw one card from your deck. While you control this Defense Position monster, it cannot be destroyed in battle or targeted by Spell Cards. Once per turn, you can destroy 1 face-up Field Spell Card your opponent controls. If your opponent does not control a face-up Field Spell Card: You can draw 1 card. (Fix your OCG) OK, we have a 3000 DEF monster that can't die by battle or get targeted by a Spell card (assuming you left it in Defense Position). Second effect is a limited version of AFD or you get a draw if they don't have a face-up Field Spell. Focusing on the 2nd effect, either you take out an opponent's Field Spell (against Decks using one) or you draw (everything else). Most of the time, this will just end up as a "Draw 1 card". My suggestion would be to change the Field Spell destruction to possibly a face-up S/T instead, for versatility, and remove the draw effect. Either that or you put a drawback on it. Small thing: I think Konami would write "1 or more non-Tuner monsters". Note that there is no s-in-brackets. Also, there should be a colon (a :) after "Once per turn", not a comma. Slightly bigger thing: It should read "[Dragon/Synchro/Effect]" above the effect text. (I don't know what you call that part of the card). Maybe you put a space after "Dragon", too. If so, there shouldn't be. The art appears to have a faint website address written over it and a signature in the bottom-right corner. I don't know if I am overstepping my position as a critic by commenting on this, but it is very slightly irritating. As for balance, You might make it Level 8, or not. You might lower the DEF slightly, or not. If you wanted to weaken it very slightly, you might want to remove the words "You can" before the words "draw 1 card", in order to make this card bad if someone it milling you.
