Premier Alexander Romanov
LIGHT/Dragon/Xyz/Rank 10/4000 ATK/2000 DEF3 Level 10 monstersYou can also Xyz Summon this card by discarding 1 “Rank-Up-Magic” Spell Card and using 1 “Utopia” monster you control as the Xyz Material. (The Xyz Materials attached to that monster also become Xyz Material for this card.) Once per turn: You can target 1 “Number” monster in your Graveyard; Special Summon that target in face-up Defense Position. Its effects are negated. When a monster effect targets this card: You can detach 1 Xyz Material from this card; negate that activation, and if you do destroy it.Effect not entirely confirmed, as I tried to translate it from Neo Ark Cradle's summary into OCG.Discuss. Rodrigo
No, this totally doesn't seem overpowered at all, perfectly fair card. The artwork is badass though.
Premier Alexander Romanov
No, this totally doesn't seem overpowered at all, perfectly fair card. The artwork is badass though. The "artwork" is a pic from the anime. And the summoning effect is rather powerful, but it takes care of dead draws of T71.

evilfusion
Not bad at all. I like how you discard a RUM, so The Seventh One won't be worthless if you got unlucky with it. But you'd have to be running Utopia and this in addition to your intended targets for RUM, so your Extra Deck is already going to be crammed full. Pretty much, if you plan to run Utopia RUM, you can run this safely.
NeoRWBY65
Does this count as a Utopia monster, or is this not a legal target for ZWs?
evilfusion
Does this count as a Utopia monster, or is this not a legal target for ZWs? It's not a Utopia monster. The Summon condition is just emulating Astral using Hyper Rank-Up Magic.
Aerion Brightflame
The funny this is this is a legitimate boss for Ghostrick now. Which I am in love with as an idea.
Bahamut - Envoy of the End
Does this count as a Utopia monster, or is this not a legal target for ZWs? Will probably be released as Utopia Dragun or something in TCG, so most likely. Have to wait and see. This seems.... well... okay? It keeps in flavour with the show, but at least seems somewhat more balanced. I think? Edit: Or not. Take Evil's word. Always take Evil's word. evilfusion
There's the possibility they'll treat it as a Utopia monster, but unlikely. Unlike Beyond the Hope, which was definitely supposed to be a Utopia (due to being the Astral Force version), Hope Dragun isn't explicitly linked to the Utopias. Zeppeli Gyro Supreme
I forgot and thought this was going to be Numeron Dragon. Anyways, I find it interesting that it's Xyz Summon condition requires a discard. Are there even any other Extra Deck monsters that require a specific cost to be summoned from the Extra Deck besides their materials/the card that summons them? Toffee.
With regards to the Summoning Condition... As stated, it's neat how it just emulates Hyper Force. But at the same time, it's basically saying "No, we don't need to make Hyper Force". Since, if you think about it, hyper would only really Summon this, so it's nice that they make this more playable.Aside from that, the Number revival effect is outright silly. The Anti-Targeting effect is nice, as well.
Neutrality Man
...You guys... "Number C" count as "Number"s, right? I'm foreseeing a combo involving this, C69, and Gale Dogra.

Yes, Number Cs are still Number monsters. I don't see a combo like that. Because it sounds ridiculously convoluted.
Neutrality Man
Gale Dogra: You can pay 3000 Life Points to discard 1 monster from your Extra Deck to the Graveyard.
evilfusion
Gale Dogra: Pay 3000 LP: Send 1 monster from your Extra Deck to the Graveyard. How does that help? You can't revive an Extra Deck monster unless it was properly Summoned first.
White Void
Also...you have to properly summon Extra Deck monsters before they can be summoned from the grave. There's a reason Gale Dogra is never run in anything. Edit: Ninja'd Regardless, I like that you can make this a boss for any Rank 1 deck by running Roots. evilfusion
Roots and a Rank-Up Magic. You must have that Rank-Up Magic to discard. And what Rank-Up Magic are you using in a Rank 1 Deck? (Probably Astral Force)

evilfusion
what about rituals? Rituals also have to be properly Ritual Summoned to be revived. All Semi-Nomis do. But Fusions/Synchros/Xyz don't explicitly say so on the card. It's an inherent rule, which is why I mentioned it.

So, completely disregarding C9 (which is a pretty viable target, nom anything it battles and do some burn while you're at it. it won't be much since it won't have Number 9, but its decent enough), and C92 (lel, would have been soooo good if it worked like C107, but nooooo). How is this exactly saying "We don't need to make this?" There is still 2 more targets out there.

Canopy Star - Eon Sphere
If you ditch RUM Argent Chaos Force, it comes straight back because you discarded it as a cost before the summon (I assume). That said, the only deck running Utopia and Argent would be Rank 6 for Beyond, and putting this on top of beyond isn't the best play I could imagine. But... Discard Argent to summon this on top of Beyond, then get Argent back. Negate a targeting effect (Top Tip: It doesn't have to be your opponent's effect) by detaching Beyond, then revive it using Dragun and Rank-Up for Chaos Atlandis. Then proceed to do what comes naturally.
