The first and second one. the third one is wrong where they mistranslated. This is a relevant card against Shadolls, and is used against them in the OCG, because it stops their effects both when flipping AND in the grave. Ignore that the TCG royally fucked up this command. The way it's currently worded suggests it only negates the Flip Effects themselves (and not other effects). The card is great against Shadolls but if won't affect other relevant decks and, unless I am missing something, "Shadow-Imprisoning Mirror" does the job better. It should be a decent side deck choice for non-Shadoll DARK decks, though; and I guess you could side x3 Shadow Mirror + 1~3 copies of this if you want to hard-counter Shadolls that badly.
