So this card outclasses both Effect Veiler and MST. How about no? The card is too good. Then, it doesn't support HEROes nor requires HEROes to work, so that means this was named as a HERO only for it to get HERO support (E-Call, Shining, etc.), which makes the card even more ridiculous.

 

Make the card less generic somehow (e.g. requiring a HERO on the field to activate), and even then, I'm not sure if a buffed Effect Veiler + MST could be balanced, so you most likely will have to scrap the effects entirely, or perhaps keep only 1.

Made changes so it requires you to both banish a HERO in the grave and discard it for its effect to go off.
