If your opponent controls a monster and you control no monsters, you can Special Summon this card (from your hand). If this card is normal summoned or special summoned by its own effect: You can Special Summon 1 level 6 or lower "Photon" or "Galaxy" monster from your hand or Graveyard, except "Photon Galaxy Magician Girl". You can only use this effect of "Photon Galaxy Magician Girl" once per turn. If this card was normal summoned this turn or special summoned by itself this turn and you did not summon another monster with its effect, this card cannot be used as synchro or xyz material this turn.

If the built-in Special Summoning is meant to be an effect, then it should be written like this:

 

If your opponent controls a monster and you control no monsters: You can Special Summon this card from your hand.

 

Yes, the ":" does make a difference.

 

 

The restriction previous to the OPT clause looks like it could be written more clearly. How about this instead?

 

If this card was not Special Summoned by its own effect, or its effect was not activated when it was Special Summoned by its own effect, it cannot be used as Synchro or Xyz Material this turn.

 

 

That aside, I really can't tell how good the card is, as I have no experience with Galaxies. On one hand, as a Level 5 it can make Rank 5s along Soldier, her effect can trigger Soldier's effect, and with 2000 ATK it can be used to Special Summon Photon-Eyes Dragon in a pinch. On the other hand, the summoning condition holds her back, as it relies on the opponent's field, and if you Special Summon her through other means she basically becomes useless. At least her effect will trigger when she is Normal Summoned, so you could:

 

Special Summon Soldier and search a Galaxy card (or this) --> Tribute Soldier to Normal Summon this --> Revive Soldier --> Go Rank 5.

 

But I'm not sure if Galaxies have better combos with Soldier than this.
