Well this is charizard both in x and y mega evolution. These types of chaos numbers are restricted to their own Rank-Up-Magic. Therefore, they have different abilities. I know that there is already 107 number cards that are made. They will be other Chaos numbers that are restricted to their own Rank-Up-Magic. Mega charizard X belongs to mylafox.deviantart.com & Mega Charizad Y belongs to haychel.deviantart.com

3 Level 6 FIRE monsters
This card can only be Special Summoned if you have "Rank-Up-Magic X Force" on your side of the field. When this card is Special Summoned, this card gains 400 ATK points. When this card has "Number 6: Charizard, the flame dragon" as an Xyz Material, it gains these effect.
. When this card successfully attacks your opponent's monster: You can detach 1 Xyz Material from this card; your opponent loses equal of the ATK from their monster that was destroyed by battle.

OCG fixes.
Borrowing some stuff from C88's effect.
 

3 Level 6 FIRE monsters
Must first be Special Summoned with "Rank-Up-Magic X Force" targeting "Number 6: Charizard, the flame dragon". When this card is Special Summoned: It gains 400 ATK. When this card has "Number 6: Charizard, the flame dragon" as an Xyz Material, it gains this effect.
- If this card destroys your opponent's monster by battle: You can detach 1 Xyz Material from this card; your opponent takes damage equal to that monster's ATK.

I rewrote the first effect in a similar vein to C88 (since you require a specific RUM to summon it), though certainly not as restrictive.

 

Card A certainly reflects Tough Claws, given it burns when it destroys something. The effect was rewritten so it triggers like that; because although 3100 after the first effect activates will most likely kill something; it's awkward and you run the chance of not destroying the said monster in question.

 

B reflects Drought, as FIRE/Plants do benefit from it. The protection from battle is nice, but keep in mind effect removal is common. Personally, I'd add some form of effect protection as well.

I highly doubt a need to create separate Rank-Up-Magic cards for these cards, because that makes the RUMs incredibly specific, like the many Nomis in the GX period.

 

Unless you design the RUMs to also be able to create other version-specific Megas. Barring Mewtwo X/Y, you can expand them to Mega Houndoom/Manectric, Mega Tyranitar/Aggron, Mega Heracross/Pinsir, etc.

Megas like aggron/tyranitar,houndoom/manetric, etc. are not really specific. If i have Y and have aggronite and a friend of mines has X and have an aggron, I could just get aggron since the mega evolution is not specific. I don't even know if its just charizard and mewtwo with their own mega evolution.

Mewtwo and Charizard both have a different Mega Evo depending on their stone (X or Y).

 

As Gadjiltron mentioned, it's not really worth the time for specific RUM cards for them (you could just put "Number CM(#)" or something and have it work for all possible Mega Evos, both present and soon-to-be done). Or you can go with his idea and have the cards work for the version exclusives; but really a single RUM that works solely for Mega Evolutions would be a lot easier to do.
