Question on a ruling [Halberd Cannon]

So I was in this situation yesterday and I was completely lost on the ruling, and I couldn't really find anything on it.

 

>I have T.G. Halberd Cannon

>Opponent activates Soul Charge

>Brings out 4 monsters

>Activate Halberd's effect?

 

I already know that Halberd Cannon cannot negate a card that summons a monster, but if the effect resolves and the monsters are summoned, could I not then activate Halberd's effect?  And if I could, Halberd's effect states:

 

"Once per turn, while this card is face-up on the field, you can negate the Summon of a monster and destroy it."

 

Does this mean that all the monster's summons would be negated, as it was a simultaneous summon, or would i have to pick one, OR would Halberd's effect not even apply for a simultaneous summon?

Halberd Cannon can only negate inherent summons, not summons via card effects. The boundaries are often unclear, but as a general rule:

  • Summoning a monster via a Spell or Trap is not an inherent summon, meaning the monster is summoned during the card's activation and so the summon itself cannot be negated. If the effect of the Spell/Trap is negated, the monster will not be summoned at all.
  • Summoning a monster by it's own effect (specifically a condition, such as Cyber Dragon) is an inherent summon and can be negated. Summons via game mechanics (eg: Synchro or Xyz summons) are also inherant. The summon can only be negated after the monster has been placed on the field, and the activation doesn't start a chain.

Note that there are some exceptions to the second point. For example, the effect of the Dragon Rulers that allow them to summon themselves is an effect not a condition, and as such is not an inherent summon. You can tell the difference by the wording, but I can't remember what specific part it is. It's probably on the wiki.

 

To answer your question, no, you cannot use Halberd Cannon on Soul Charge, for the reasons I just mentioned. Not sure if the "a monster" section means you couldn't negate, say, a Pendulum Summon of more than 1 monster. I would say no to that as well. The effect would seem to work only when a single monster is Normal Summoned or Special Summoned inherantly.
