Except Deadly Sin is better than Nyarla, because it doesn't require you to pitch cards from your hand to become the Xyz version of Gagaga Magician. Why would they want to give Rank 4 Decks every Xyz ever Why would they not? Rank 4 already has the overall most versatile Xyz toolbox in the mechanic's history. If they really gave Deadly Sin the ability to change attributes and types which is what Arm suggested, then Astral Force would allow Rank 4 to make literally any Rank 3 or higher Xyz.
