Even if the cards that cancel out its Life Point cost didn't exist, the card would be overpowered because it is a wide negation of any effect for a rather ignorable cost. It's practically Laggia, except minus the negating Summons part as well as the destroying and adding in Dolkka's effect. And it can be used once during either player's turn. With a base attack of 2600, your opponent pretty much has to use an effect in order to get around this card, which means you have a chance of stopping their play in its tracks. There's only a few ways of actually avoiding this, and failure to do so means your opponent has to expend even more resources than usual just to get rid of this. Even if they do get around it, there's the 1k heal, which isn't really much but still rewards you for your opponent outsmarting the card.

It's... slightly better, but it's still the same thing in essence. Shuffling a Psychic into the Deck is arguably a better effect than the +1000 since you can run less Krebons or recycle this card to play it again. I just don't believe that a Life Point cost would be the right cost for negation effects, especially since forcing your opponent to pour out even more of their resources to beat this card basically saves you some Life Points a lot of times.

The effect should be scrapped in my opinion. "You can't play Yugioh" effects are not good for the game. And I advice against attempting to "fix" it with it a harsher cost; powerful effects but with heavy costs are bad card design.

 

Effect aside, the card is really nice. Can be easily made by teching an E-Teleport engine on Level4 decks, plus it is LIGHT for potential BLS/Chaos Sorc support. But 2600 ATK is really high for a Synchro 6s, considering that Gaia has that same ATK but is balanced by having no effect; I suggest to drop it to up to 2500.

Ok. I would like to keep some semblance of the effect, but I can definitely lower the atk. 

 

How about 

 

Once per turn, during either players turn, you can pay 800 Life Points to negate the activation of a card or effect that targets another Psychic -Type monster you control, negate that activation, and destroy it, then, if you did, return that target to the Deck.

 

and the monster could be reduced to 2500 atk
