1 LIGHT Tuner + 1 or more non-Tuner Dragon-Type monsters
You can discard 2 LIGHT monsters; target 1 card on the field, and if you do, return it to the Deck. If another LIGHT Dragon-Type monster you control would be targeted by a card effect: You can negate the activation of that effect. When this card is destroyed: Special Summon 1 Level 6 or lower LIGHT Dragon-Type monster from your Graveyard. You can only activate 1 "Pikake, Heavenly White Dragon" effect per turn, and only once that turn.

Intended to work in conjunction with my mom (and to an extent, myself). You can figure out the rest out for yourself.

And the irony was that I had plans to make a bunch of cards to support you and your mom, but this is your design; not mine, so I'll get on with it.

 

Looking at the materials, one of the Decks that come to mind are Hieratic Rituals (considering they can Synchro to some extent); though it certainly can be played in any Dragon deck that can afford to run the LIGHT Tuner requirement. The above Deck has Galaxy Dragun or something like that to facilitate it (or as a sidenote, you can use yourself + Dragun to make this). I have the feeling you had this designed with Hieratics in mind; considering they work very well with you.

 

First effect would most certainly trigger your card form's effect (essentially leading to infinite bouncing, because it's 1 for 1). I would suggest making it discard 2 LIGHTs instead, so you can't abuse it as often, especially since bouncing threats to the Deck is somewhat harsher than just popping it + making it hit the grave.

 

The protection is nice though, as it does cover one of the holes that Hymn of Light has for you: Some degree of protection from targeting effects; especially from 101 or whatever targets nowadays. Although it doesn't destroy the card like what most effects that negate effects do; S/T still hit the graveyard and the aforementioned 101 is essentially a vanilla at this point.

 

Revival effect can lead to serious repercussions; I understand that the intent is to revive yourself should you hit the graveyard; but also keep in mind that this does have the potential to revive stuff like Blue-Eyes Ultimate, (N)GEPD, 62/107 and a lot of boss monsters. I would recommend setting an ATK/DEF cap as to what can be revived, so this kind of stuff is avoided.

 

 

Otherwise, I quite like the card. (Think you know that card maker is screw up with accented characters in the effect box; why that is, I don't know).

You're correct about the first effect.

 

Combined with my effect that triggers when a LIGHT monster hits the Graveyard from hand/Deck, it essentially means regenerating fodder to hard bounce the opponent's cards away. I changed it to 2 like you suggested; while I can still recycle 1 of them, it shouldn't be able to trigger as often. 

 

Also put a max Level as to what it can summon; so essentially myself, some of the small/mid-size Hieratics and whatever LIGHT Dragons are being run. (I think Wattaildragon counts here as well).

Originally put an ATK bar instead, so some of the higher Level/Rank Synchro/Xyz could be summoned; don't really know if I should go that route or not with those implications. 

 

Changed the accented "e" to a regular one in the effect text; I suppose it's just something we have to deal with.

Personally, I think the way you have it now is fine.

 

If you go the other way (with ATK), it would still allow to SS yourself; but then there are some Level 8s that can be SSed (and considering you did have this designed for Hieratics to some degree; it does allow them to make their stronger bosses). And then we have to factor in Stardust Spark and Moonlight Rose Dragon being SS-able; latter doesn't really work well in there; but it can be considered as a weird tech.

 

Either way, Pikaké still floats a monster when it dies. (I suppose you could make the SSing optional; in the event you don't want to SS a monster; but in most cases, you'll probably end up doing anyway).
