That could work, but think about Inzektors.

While Dragonfly is still stupid, even without Hornet, Hornet is the big issue with the deck.

If you ban hornet, the deck can, theoretically, have more dragonfly (note that I would never advocate this, but playing DA). This means the deck can perform more consistently as a whole in exchange for not having as much power. The same would happen here, with the main difference being that Scout has a multitude of ways to search even the one (ie Odd-Eyes, Front Observer, Saqliphort), even if they aren't as potent as Summoner's Art.

While I do believe that you should take out every problem card in one fell swoop when you can (Kill Scout, Limit Art/Assembler), this just isn't realistic.

I feel that taking out the core issues leaves the deck the best it can be despite its losses, even though is personally go a lot harder on them. "if a deck can't exist without X, it doesn't deserve to exist" is not a mindset that ever actually comes to light with the list.

Instead, problems get danced around (limiting Midrash/Neph) instead of just taking the problems out (Super Poly to 1, Shaddoll Fusion to 1, possibly Sinister Shadow Games to 1 which I know did happen).

Sure you could give Inzektors more consistency, but the fact remains, Inzektors are like Rulers. A few people like them and lot of people hate them. Now let us observe Rulers OCG side after the Mass limits of the July List. 1) Rulers removed from power-Check 2) Dragunity salt not educed by letting Ravine live @1 check 3) Not filling up the list with meaningless cards like Rejuv that only really cause problems @multiples- check. Now lets look at TCG. 1) List doubled in size (Exaggerating) 2) Innocent decks "murdered and blame shifted to rulers" when it could be avoided 3) Rulers still top more in TCG than they do in OCG, and tho this is an opinion, the OCG tops are more innovative, (use of darkflare as a pseudo ravine).

 

Now lets look at tool, the equip, and the new fucker. Like the Ruler Trinity, Rejuv, Ravine, and Shrine, they all do different things. One is a draw power, one is search and a way to protect you monsters, and one is +1 search every turn. Now yes, we can say all are card adv and ban 1-2 and let the other roam @3. Or like OCG we can limit each, so that the player has to carefully use each in its specific scenario and not let one double for the other. This both improves skill of the player running the deck and it weakens the deck a lot more.

 

IDk about TCG, but in OCG, Construct and Winda WERE the problem. Construct facilitated the +1 deck thin and senergized the Star Seraphs a shit ton while being a potential OTK card with quickplay shaddoll fusion. Winda on the other hand said "get out" to any deck not called Heroes, Quiphorts or Verz. Super poly is an extremely unfair card, I agree, and it will get hit when the water Shaddoll hits OCG and the card actully sees the amount of play it did in TCG. It's simply not relevant atm. Shaddoll Fusion. Yeah Pesudo FuFu is on the Chop block. The new one effectivly sealed its limit, assuming they want to kill shaddolls off before the water one hits. (Not sure what they will do since the List is January 1st (holy fuck it will be leaked in a month...I can't even) and Crossroads is in febuary...)

 

Actully no. Relative to TCG which in my opinion is growing power at a extremely low rate (good or bad thing you decide), OCG has actually be scaling down its power recently. (Subject to change with the shit storm of SECE). In comparing the firestorm of July List OCG, a format that made March 2013 look pathetic with people dropping multiple shocks T1, October is a large power scale down. OCG does control the power. Its sort of like a sine function. They keep the format powers at a relative constant. (October is about ~ to febuary IMO seeing Feb Rulers can likely beat the October decks) Power peaks do exist like July, but who expect that 

(Midrash+Construct+Games/ Stratos+Mist+Dude) +Monk+DAD+Charge+Star Seraphs being so different from each other would devolve a format into a Two deck crazy + fest? Yes OCG has cards like Card Des legal, but 90% of the time relative to OCG normal meta, its not too strong. IDK. If you look at OCG relative to itself, its been incredibly power constant unlike TCG going from +Fire fist to fucking Burning Abyss.
