You can only activate 1 "Grudge of the Monarch" once per turn. (1): You can activate this effect by revealing 1 monster with ATK 2400/DEF 1000 or ATK 2800/DEF 1000 in your hand. Add 1 "Monarch" Spell/Trap card from your Deck to your hand other than "Grudge of the Monarch".

Stormforth searcher, yay.

 

It's funny because I have been making Myrmeleo-like searchers for "[insert word here]" Spell/Trap Cards lately, and making support for "Monarch" Spell/Traps did cross my mind but decided against it, since a searcher for Stormforth would perhaps be a bit too good; and look, Konami just made it. At least this has somewhat fair restrictions: requires you to run both Monarch/Qlips AND have them at hand to use the Spell. But once you do, you get a ready-to-use Stormforth.

Dunno what you mean. Every Qlip except Tool and the megabosses is 24/10 or 28/10. Unless you draw no monsters or an unpaired Tool, this = Stormforth.

I meant exactly what you described: If you don't have a Monarch or a Qlip at hand, the card is dead; if you don't run Monarchs/Qlips, you can't play this, and thus is less splashable (e.g. cannot be run with Batterymen). That's is certainly more fair than if, let's say, the card had no restriction at all.
