The PSCT isn't perfect, but it doesn't cause any issues so it's fine (though if you banish it, then shuffle all your banished cards wouldn't that just shuffle it back into to deck?)

the card art is excellent, and only one negation without any destruction is more than fair. I'd say it could even be a fusion card that doesn't require Polymerization (similar to some Cyber Dragon fusions) without becoming broken, simply because it could take a while to get all three blue-eyes, plus Azure-Eyes, plus Maiden into a single game.

You brought up a good point about the shuffle effect, gotta find a way to fix that.  The QotBE is supposed to basicly take the place of everything in the banish zone.  And turning it into a fusion that doesn't require polymerization is a good idea.  Could you tell me which Cyber Dragons you were refurring to?  I will look into both and update.

well I believe I was thinking of Chimeratech Fortress Dragon, but it's really more like Armityle the Chaos Phantom, or even the new Spiritual Beast Archetype coming out.

You could maybe fix the banishing thing by wording it as
 

 

 

 If this card is sent to the graveyard, you can shuffle all your banished cards back into your deck, and if you do, Banish this card and draw 2 cards.

The Alpha and Beta Versions both need to specify how long the negate effect last. As well they need to specify when this effect can and can't be activated. The reason being is because this card potentially can get through most effects in a game where if you don't have effects to activate your now basically screwed. On the note of no Polymerization, it's called Contact Fusion. Some Elemental Hero Neo's cards, and many of the Gladiator Beast use Contact Fusion as part of their game.

 

Edit for Information = Contact Fusion requires all materials to be on the field to use. The only exception has been Chimeratech Fortress Dragon.

To be honest, this card requires a lot of commitment to bring out; including Synchro Summoning Azure-Eyes. (Granted, you can banish the 3 BEWDs from your hand, along with Maiden; but Azure requires you to actually Synchro Summon. Or you can figure out a way to dump it into the Graveyard or something.)

 

What do we get out of this?

 

A 45/40 attacker that negates any card/effect during either player's turn + free 2 card draw. Being able to negate stuff is great + drawing also helps.

 

Granted, this would give more incentive to actually run 3 BEWDs in the Deck for this, but note on the second effect that you risk dead drawing the Blue-Eyes unless you have some way of SSing them or something along those lines (Maiden is a definite option, assuming you draw her first at that time.)

 

Both effects are nice, but the effort needed to summon this in the first place is a bit much in respect to the effects that come with it IMO.

With such a tall Summoning hurdle, you'd expect to be able to win immediately once you Summon this card.

 

Fortunately, it lets you get reasonably close. Being able to negate nigh-on anything (except in the Damage Step, if I'm reading this card correctly) pretty much says that you have almost complete control of the game. Though without piercing, it faces a problem like Vennominaga in that the opponent could turtle their way out. But it's a nice step anyways.

 

Of course, omni-negation puts this card at odds with Shooting Quasar Dragon, with the question at hand being who's the easier win-button.

Creator's thoughts:

 

First off, let me thank you all for the feedback.  The point of this card, was to give a Blue-Eyes deck, an ultimate card that had a fighting chance against the decks of today.  I happen to have built a Blue-Eyes deck (one of a few decks), that runs all the required cards.  And what I run into is, the difficulty of matching that pesky 12 star-Shooting Quasar Dragon (SQD) and crew.  I can't tell you how many times I'll have the upper hand (one or two Blue-Eyes on the field with other monsters) when they will suddenly SS over and over into some super powerful monster that is difficult to impossible to take down (SQD) with Blue-Eyes without proper support spells/traps, and they sometimes don't work.

 

Basicly, I saw a need, and thought of the solution.  It was a card, that was not overly easy to summon (like SQD which also isn't easy to summon) and therefore had the right to some hefty effects.  But let me make it clear, it is possible to summon Queen of the Blue Eyes.  Given, it's not for every situation, but I didn't want an overly powerful monster to be easily summoned over and over (making it broken).  Queen of the Blue Eyes is what she claims to be.  The Queen, balanced and powerful.
