Without the prereq card and other members of the group, this is fairly impossible to judge beyond "Oh, cool, costless antiNecroz effect."  Have a PSCT fix

Cannot be Normal Summoned/Set. Must be Special Summoned by banishing 1 "Kuazor - Earth Dragon" you control and cannot be Special Summoned by other ways. When this card is Special Summoned: Destroy all WATER monsters your opponent controls; inflict 400 LP of damage to your opponent for each card destroyed.

Keep in mind this card hurts more cards than just Necloths (Nekroz), but they are the predominant ones right now, yes.

 

Anyway, as the above user mentioned, without this card's base form; it's not easy to determine how abusable this card really is.

When you post a card that requires a custom monster and such, you either need to provide the card in the same thread or link to it.

 

Ideally, you should design the BASE form first, THEN work on its evolved (or devolved) forms.

So it's summoned, smashes all your opponent's WATER monsters, inflicts a maximum of 2000 damage and can attack afterwards, giving a possible damage cap of 4800. Note that this card is pretty much a vanilla after it's summoned. Generally, it becomes a vanilla if your opponent doesn't control any WATER monsters at all. So in the case of abusive power, it's generally not easy to abuse. On account it's treated as an effect monster after it's effect is applied or isn't even applicable. But I guess in the right situation, this card could help you out in a pinch. The fact that it's a dragon makes it more abusive than said effect anyway.
