You're missing its Synchro Materials.

 

Basically though, this card gets summoned, you can revive 2 monsters in the Graveyard (or get hand summons off); proceed to make a Rank 4 Xyz of your choice OR proceed to mass Synchro Summon other Dragons if more Tuners are present.

 

Though, at least you made its summon OPT, so you can't loop.

I will fix your OCG, but at some point, you need to learn how to write it properly.

 

1 Tuner + 1 or more non-Tuner monsters (It is up to you to fix it accordingly)

When this card is Synchro Summoned: You can Special Summon 2 Level 4 or lower non-Tuner Dragon-Type monsters (from your hand or Graveyard). You can only Special Summon 1 "Naka the Dragon Summoner" per turn.

Also keep in mind that because this is a Dragon itself, it benefits from whatever support Dragons already look forward to.

Flavor-wise, it really doesn't make sense for a human character to be given the Dragon-Type.

 

I suggest changing its Type to Warrior/Spellcaster or something.

Actually it's not a dragon type but a spellcaster type... I think this card is made to be like the Lord of D. of some sort... It's a card that can be used to summon dragon type monsters so this is a necessity for a dragon type deck... But synchro materials are missing, so it needs some fixing, really...

At the time I wrote that comment, it was a Spellcaster.

TC most likely updated it sometime between my post and yours, and didn't acknowledge that they had done so (and address whatever I said).
