I decided to give this a go. I'm still learning and warming up to Pendulums but in time.

Island Turtle Hierarch | WATER
Level 4/Aqua/Pendulum

Scale: 6:1

Pendulum Effect: As long as the scale of this card is 1 it is treated as a Field Spell (this card occupies its pendulum zone as well as your Field Zone) in addition to its other card types.

¹ Increase the ATK and DEF of all level 2 aqua-type monsters you control by 1000. ² Decrease the level of all aqua

type monsters in your hand, field and graveyard by 2.

Monster Effect: While this card is in your deck, graveyard or is banished it is treated as a Field Spell Card in addition

to its other card types.

Being that it's treated as a Field Spell, it essentially makes itself searchable by Terraforming in addition to whatever WATER support exists for it.

 

Scale-wise, usually the L/R scales are the same, but there's no rule saying that they cannot be different; and eventually Konami/ARC-V anime will do something like that in time.

Usage-wise, you'd basically have to leave this in the R scale area (blue), and would combo well in a Wetlands-based deck from the looks of things.

That in mind, it'll boost them by 2200 ATK, which is quite a lot.

 

And in other cases, it'll make a few other monsters easier to summon (and possibly drop into the Level range needed to boost it up)

 

That in mind, I could probably see Frogs abusing this to some extent; although at most, they'd just be massive beatsticks of something.

 

 

Mermails could use this, but it'll most likely interfere with Lemuria and their Level changing things.

Although, it is a nice retrain of Island Turtle; and probably fits flavor-wise, given its text.

in order to really use this, you'd have to make the max level you can pendulum summon 0, thus defeating the purpose of having the pendulum in the first place. wouldn't this need to be on the field in the right pendulum zone to be treated as a field spell? that was my understanding. the scales probably should both be 6, and then give it an effect that lets you lower its scale for a cost (such as destroying non WATER monsters with a higher level than it's scale). and you're set. and i do like that this has to be the max to work, and to balance it you should probably keep it that way. "As long as this card is in your right Pendulum Zone, you may lower it's scale by 1 during each of your Standby (or End, your choice) Phase; when you do destroy all Non- WATER monsters you control with a higher level than this card's Pendulum Scale." (i probably didn't phrase that as a cost, but you get the gist of it). and then just put the rest of the effect and you should be set. 

 

Ok, I just saw the monster effect. um yeah. does Water or Aqua-Type have any non specific Field searchers? cause that could make this more powerful.
