**Effect**

You can Tribute 1 DARK monster you control, and if you do, target 1 card on the field; destroy that target. When this card is sent to the Graveyard, you can target 1 Level 4 or lower DARK monster in your Graveyard, except “Stygian Warwolf"; add that target to your hand. You can only use 1 effect of "Stygian Warwolf" effect per turn, and only once that turn.

You know, even with the "You can only use 1 effect"-clause, being a RotA for DARKs is rather dangerous. Dontcha' think?

Especially one that can be triggered off being destroyed/tributed/milled/etc.

I know, but I tried my best to make it balanced >< TwT

", and only once that turn" needs to be added to the restriction. The way you have it right now, you can use 1 effect an unlimited number of times. Also it is "Set" and not face-Down. Also "During your End Phase" and not "During the end of your turn"

OCG errors aside, the card, let's take a look. This card is actually really powerful. That being said, it is sort of all over the place with its distribution of power. First effect is REALLY good, but having to wait til the end of the turn is decent. Tbh I don't see why you would play this just to do that, but eh. The second effect would be good if the card had any field presence at all. That being said, it doesn't. Sending a Spell/Trap outside of a Deck like Fire Fist is rather eh, and doesn't have a lot of application. Now for the last effect, which is rather dangerous. Being able to search any Level 4 or lower DARK is rather amazing, and several cards that shouldn't be searched or that are Limited or Semi Limited are all apparent. Summoner Monk, Exodia Pieces, the Infernity Main Deck monsters, Inzektor Hornet, Dragonfly, and Centipede. These are only the beginning of your search targets, and is rather alarming if you ask me. To be also be able to pull out from your Graveyard is also alarming, but mostly because of the combination. The typing is basically what prevents it from being super, super, crazy, but there are many ways to trigger it off. Even a simple discard, and oh, wait, this searches Tour Guide and BA.

What would be my suggestions overall? Well, the first effect could probably be done with, as it either has potential for abuse in Decks that would love DARKs in the Grave or it just is totally useless. For the second effect, maybe having it being able to tribute any DARK (Himself included) to pop any card, which would really boost the playability. With this, you wouldn't have to care too much about playability, as on a turn where you don't need your Normal you can go, Warwolf, Tribute, Pop, and while that is quite powerful, you are trading field presence for destruction. For the last effect, I'm really iffy on this one, but I would say have it taking from the Graveyard isn't that bad, because it enables much less and the Decks that need it can have it without being too iffy. So, taking OCG fixes and such, this would be the effect:

With this being said, I would suggest raising the Level to 4, and maybe raising the ATK to 16 or 1700 to give it some better field presence. It's still quite good, but it isn't going to win you any games, it's just going to keep you in the game fairly well, and can keep up with the format quite solidly. As it is, not bad, but it just has a few clunks and things I assume were not thought out first time around, but they are just as easily fixed I would say.
