You give it extra 1000ATK during your turn and then an extra negation during opponent's turn, so this becomes essentially a Cold Wave for opponent's turn. Honestly, the best uses this card has is extending Xyz based locks like S0, Rhongomyniad, or approaching Ghostrick Angel of Mischief's win con faster. And this is pretty sub par regardless. They're technically not on the field to be "this card" when they attach, soooo... Well, Xyz Reborn will if it was Chained to MST, which makes it the sackiest MST response that isn't dumb. I think the ruling tries to convey that the card(s) itself has to still be face-up on the field at the time of resolving in order to proceed to attach itself, so chaining MST to it will cause MST to destroy the Regen/Reborn before it does the attaching, and when proceeding with the chain resolution, there's nothing on the field to attach. However since they are still not Continuous effects, Xyz Reborn will still revive its target to begin with, even if it doesn't get a chance to get attached when responded. It's not a weird ruling, but I think these cards could afford to clarify the why in their text. Much like how the mechanic of attaching cards that already had attachments in them vs the one using cards with attachments as Xyz Materials that keep their attachments's attachments being explained in parenthesis. In addition, if Xyz Reborn is the one being chained to a blind MST hitting it, it gets to resolve and attach itself before MST moves into action.
