You can target 1 face-up monster your opponent controls: Switch that cards battle position and reduce its ATK and DEF by 1000. When this card is sent to the graveyard: You can Special Summon 1 Level 4 "Elemental HERO" from your graveyard to your side of the field. You can only activate 1 "Elemental HERO Neo Sparkman" effect per turn and only once that turn.

I get the feeling you intended This to be used with Blazeman, seeing as how the later can mill This, to which, This then revives itself.

OR if you, like, used Poly with This and something like Mist, Mist would search and This would revive Mist, to which, Mist can be used later/on the opponent's turn.

Seems pretty silly, given those two scenarios.

Still ideally good as a combo/beat stick card for what it does since its first effect can help get over bigger monsters and its second can revive either itself as a small wall or other HERO's like Shadow Mist and Blazeman for their effects. Also he has built in defibrillators hence why he can revive himself and team mates :P
