Define "play".

 

I assume it only counts "activates Spell/Trap" and "Summons monster" and nothing else. Things that can be confused with "play" include "Set card", "activate monster effect", "activate effect outside the field", etc. Do clear this up so we can understand when it triggers.

Indeed, you do need to clarify what you mean by "play".

LIke Gadjiltron noted, there are a lot of things that can be classed as "playing a card"; as-is, it's vague.

 

I'll likely assume it happens whenever you either summon a monster, activate Spell Cards or set cards down.

For its effects and stuff, Skill Drain decks love this if only to get a free 2500 ATK beater out of nowhere.

Sure, they have Fusilier-Dragon and Barbaros for high Level beaters and stuff, but one more couldn't hurt, right?

 

Otherwise, still weak to effect removal + otherwise can suicide itself into a good amount of common monsters and all.

Play means anything, Summon, set, activate a spell/trap(From your hand), set a spell/trap. I wanted to keep the text simple if there is alot of confusion I will just change the card text.

I'm not fond of the normal summon without tributing. Most cards with that effect halve their attacks when they do that or have a condition for the summon to not require tributes. Also, this card could potentially be broken in Burning Abyss or Shaddolls since it sends the top 2 cards of your deck to the grave, which is how they get their effects.

Yeah, stuff like Barbaros, Fusilier-Dragon (that Level 7 Machine with 28/20 stats) and heck, even the Qlis (barring Killer/Kernel + the vanillas) have their stats cut when NS'd without Tributes.

 

Although I guess TC thought that having you mill 2 cards every time they play something was enough of a drawback.

 

While yes, you could run this in BA/Shaddolls to trigger stuff, former doesn't want its presence (and being there means they blow up) and Dolls don't exactly have space for it.

It's Shekhinaga fodder at best, but they already have more reliable options (plus it doesn't go well with their playstyle).

Let's look at it from a different perspective.What if that monster was just a level 4.Would you accept a level 4 monster with 2500 ATK and DEF that cannot be

destroyed by battle and almost no draw back(it's even a positive effect in lightsworn and such).The "can be normal summoned without tributes" is basically that.The 

only real draw back is that it cannot be used for rank 4 in the decks that want the milling and the powercreep in yu-gi-oh still makes it weak but that doesn't justify 

the inconsistency and disbalance that it brings,imo.

Just as a sidenote, we don't talk about the metagame here in Casual.

But yes, this might as well be a Level 4 for all it's worth; answer is definitely no.

 

Hell, we have Machine Emperor Wisel, who is a Level 1, but that already requires that you have something blown up with effect removal first.

Answer is no, however.

2500 ATK is still a pain to get over; even if effect removal is getting common.
