If this effect is activated during your opponent's turn, those monsters must attack this turn, if able. It's Grey from Valkyrie Profile. ...pretty sure this incarnation of him is almost as bad, too. Especially with the pestilence that is Graveyard effects (Shaddoll, Performage Trick Clown, Burning Abyss, Sattellarknight Xyz Monsters, ect). The ATK and DEF stats look fair.
