You can only use the effect of "Immortal Tutu" once per turn.

(1) If this card is in your Graveyard: You can discard 1 card; Special Summon this card and apply the appropriate effect, depending on the card discarded.

  • Spell/Trap Card: Declare 1 Type; until the end of this turn, this card's Type becomes the one you declared.
  • Monster Card: Special Summon 1 Level 3 or lower monster (from your Graveyard). When this card leaves the field: Banish it.

Hmm, this card is useful for making particular Synchros that either have a Type restriction (and some of them do) or extending Synchro plays.

Banishing itself will hurt (if you ditch a monster card), but suppose you can also go into a Rank 3 of your choice, so you can repeat later.

 

Overall, it's a nice card and for now, I don't see any outright flaws (except for triggering monsters with the discard, but I don't think those Decks would have space for this).

Actually, looks like the monster card bullet effect is missing just a bit on the fix:

Monster Card: Special Summon 1 Level 3 or lower monster from your Graveyard. Banish this card when it leaves the field.

 

I want to point out that it doesn't target the monster in the graveyard. Was this intended or not?

 

Fixes aside, actually I find this card a bit scary: by discarding a Level 3 or lower monster it practically becomes a free self-revival, since it can revive the card you just discarded with its effect. Alternatively, you can discard a monster with any Level, and revive a Level 3 or lower monster that was already in the graveyard. Then you proceed with a Synchro Summon.

 

It is not as efficient when discarding a Spell/Trap, but at least it won't get itself banished afterwards so you get to keep it in the graveyard for when you get a monster to discard, plus in a way it can be used to fix dead Spell/Trap cards in the hand by practically turning them into a Level 3 Tuner on the field, while saving your Normal Summon.
