It's OP. Every turn you can just declare a card name and it prevents it forever. Judging by the wording, it also works on monsters. Essentially, it's a "You're not allowed to play the game" card. What else is there to say? It doesn't even have a cost for a powerful effect.

 

Also, giving it a "Once per turn" soft OPT doesn't help. You can use 3 of them in a turn and if you can keep looping them off and on the field, you can spam the effect multiple times.

Yea, I know its powerful, and yes it was meant to stay "banned" even if Limiter left the field. I'm tired of all the 2 card combos and archetypes where you know exactly what is going to happen to you, turn 2. Regardless, I updated the card to what I see as a good median compared to other current card effects.
